Cycling Scotland appointed Enscape Consulting to carry out an evaluation of the Social Housing Partnership Fund (SHPF) established in 2019.  The aims of the evaluation were to:

• Provide an update to the previous 2020 evaluation with reference to the "Theory of Change" categories used.
• Capture what impact the COVID 19 pandemic had on the delivery of projects during that impactful period of project delivery.

The findings from the research have been used by Cycling Scotland to identify ways to improve the funding and support provided across the country.  The work considered the progress of the funded site(s), specifically on the outcomes and any barriers remaining.
