Enscape Consulting provided a critical review for Zero Waste Scotland to ensure quality control and to identify any potential issues that could jeopardise the credibility of the Business Regulatory Impact Assessment (BRIA) for the implementation of the Single Use Carrier Bag (SUCB) levy.

The conclusions and recommendations from the BRIA review were accepted and the document updated accordingly. The levy came into force in Scotland on the 20th of October 2014 and the aspiration is for this to have a positive impact on consumer behaviour and reduce littering.
